Oikeisiin henkilöihin ja tapahtumiin perustuva sarja esittää uudelleentulkinnan pahamaineisen rikollispomo Bumpy Johnsonin (Oscar-voittaja Forest Whitaker) elämästä. Kun Bumpy vapautuu vankilasta 1960-luvun alkupuolella, hänen aiemmin hallitsemansa kaupunginosa on sekasorron vallassa. Italian mafia hallitsee katuja, ja Bumpyn täytyy päihittää genovalainen rikollissuku saadakseen alueen takaisin haltuunsa. Hän liittoutuu radikaalin saarnaajan, Malcolm X:n (Nigél Thatch), kanssa tämän noustessa politiikan maailmassa yhteiskunnallisen myllerryksen keskellä ja mafiasodan uhatessa repiä kaupungin hajalleen.
